Updated to latest framework #2

[UPDATE]: updated to Topshelf 4.0 and .NET Framework 4.5.2 (as required by Topshelf)

Thank you for the PR. I'll try to push the package today after some minor changes and tests.

I pushed the 3.0.1 version with the update to Topshelf 4.0.1 (strong name). Thank you!
