New fields to add to Incidents

after our meeting from December 16th 2020, the following new fields should be captured with incidents:

• Level (Federal, municipal, provincial, etc...)
• Email address for the public to reach out to them (optional)

These should be changed to the following:

Level of Authority of Public Official:

• Local Government
• State/provincial Government
• National Government

This has been implemented.
