Basically you submit a scenario but it comes from RLCIS based on incidents that haven't been submitted by the public yet.

That is a flag in the model for "is_training_scenario" but it's not being used. you could add that to the page for reviewers to enable that flag and then have some banner when submitters or end users view this type of scenario to tell it's just an example.
