When a reviewer that isn't assigned to a scenario makes an update, does it assign to them? #73

Example:

Robert is assigned to review a scenario
Alex goes into the scenario and makes some changes

Option 1: Alex is now the assigned reviewer to the scenario Option 2: the assigned reviewer stays to Robert.

Option 1 is selected to assign to the new reviewer.

Need to have a bread crumb

the bread crumb was not implemented but when a different reviewer then the one assigned modifies or publishes the scenario, it will assign it to them.
