Editing restcfg.xml files should not require restart of GeoRestHttpServer.exe #31

Currently, if I edit any restcfg.xml while GeoRestHttpServer.exe is running, 
the changes do not take effect until I restart.

It would be nice if GeoRest can detect such file system changes and reload the 
releavant configuration
