Screen Blacks Out when Alt+Tabbing

When I alt+tab in-game or at the main menu and come back, the screen is completely blacked out, but the audio still plays.

f1_res.ini Settings

[MAIN] SCR_WIDTH=2560 SCR_HEIGHT=1440 WINDOWED=0 SCALE_2X=2

The same issue seems to be occuring in Fallout 2 CE as well
