For instance, testing requires at least PHP 5.3, but these things won't go into production.

Closing issue. Added:

./bin/detect-compat-info.sh to extensively detect the plug-in's system requirements. This produces several files in /build/compat-info directories.
./bin/install-dev.sh, which attempts to correctly configure the basic development environment;
./bin/makepot.sh, which builds the .pot file required for localization.
