I want to make sure that, whether to give "F1?YYYY_v4b_cf_cvg.tif" file in frequncy image as an input or any other input imagery.

hi, frequency images, or "pct" images, are stored at http://ngdc.noaa.gov/eog/dmsp/downloadV4composites.html scroll down to the second table, called "Average Light x Pct". Choose the appropriate satellite-year. Once you have downloaded the tarball, unzip it and you will find at least two images: avg_light_x_pct and pct. You want pct. This image tells you for each pixel the % of cloud-free nights on which any light was observed emanating from that pixel. Good luck!
