Cross-Platform Java API

Michael Stringer has contributed a Java API that works using JNI on Mac OS X 
and provides a dummy 
implementation for other platforms:

We should examine the 64-bit-cleanliness of the current Java API, and consider 
possible Growl 
releases in which to replace it with this one or another like it. This API may 
also be a good base on 
which to build a single implementation for all platforms, using the 
cross-platform network protocol 
we've been working on.

we should consider deprecating all the various language bindings and push 
people to GNTP when it ships.

setting this one as wont fix since we are no longer shipping language bindings. 
 GNTP via one of the 3rd party libraries is the way to go.
