Summary of proposed changes:

Dockerfile: build opencv from sources instead of apt provided. Avoid crash on some png files
Dockerfile: Install pip from https://bootstrap.pypa.io/get-pip.py. Avoid "ImportError: No module named packaging.version" error
webcam_demo.py: do not loose first image. Actual for png files processing.
