Requirement status change is not obvious and confusing #77

I posted a diagram showing the possible status transitions. The implementation does not seem to follow it. For example, an Open requirement cannot become Complete until it's put in an iteration (In Progress).

The buttons in the bar with Cancel, Complete, and Delete are quite confusing.

Should be working but we still need to solve the issue of the buttons being confusing.
