This behaviour was introduced in r6834, probably due to the Paper Mario fix.
If you play song of double time (and in some other situations) the picture will
flicker. Here is a savestate for 1.7.4 where it can be observed with default
settings:

This problem can be fixed by setting "buffer swapping method" to new, however
if you do this there will be a stale frame after loading a savestate, which
makes TASing close to impossible.
Up to and including r6833 everything worked like it should.
