Impending Clean Up of MOOG-SCAT #6

Hi Alex. Together with Chris, I am going through MOOG-SCAT and cleaning it up. I am also vetting the code to make sure it is robust (on a variety of platforms/OS). I have a Github repo now (current repo name/link: https://github.com/jsobeck/MOOG-SCAT_basic_git) and once I have finished with the updates, forks can be generated, etc. I will also create documentation (i.e., ReadTheDocs style).
