The current SQL base (April 2023) seems to not need updates 38 and lower. There should be something indicating this that would also work for future new base + update situations. Perhaps the updates can be organized into folders with the name of the base they were built for?
So updates 39 & 40 would be a new folder, /sql/updates/world/for_base_04_03_2023/
Something along those lines.
I think most people would assume that the entire patch folder is meant to be run, which will cause problems when using a newer base that doesn't need old patches.
