[Feature Request] Specify proxy only for Slack #124

It would be nice to setup proxy only for Slack, not the whole TeamCity instance.

The best solution is to read the new settings from internal properties (see /admin/admin.html?item=diagnostics&tab=properties)

New properties are:

teamcity.slack.proxyHost=
teamcity.slack.proxyPort=

proxyPort can be omitted
