[TalkBack] Warn user when selecting a system locale not supported by TTS #142

What steps will reproduce the problem?
1. Set Google TTS as default synthesizer
2. Select a system language that is not supported or currently not downloaded 
by Google TTS

What is the expected output? What do you see instead?
A warning message which states that no voice support for the selected language 
is present and allows to cancel. Alternatively switch to a synth that supports 
the language or fall back to the warning when no such synth is present. 
Otherwise the user is left without speech output and in case of insufficient 
vision is dependent on sighted assistance or enabled USB debugging. 

What version of the product are you using? On what operating system?
Talkback beta from beginning of Oct 2012, android 4.1 jellybean

There is a bug in Google TTS for Android 4.1 that causes it to advertise 
supported languages incorrectly. It may be possible to address this in TalkBack 
for Android 4.2 and above.

Problem manifests itself also on phones where the default language is one not 
supported by google TTS, such as dutch. Previous versions would at least try to 
speak to me, so I could add a native speaking voice without assistance.

Confirmed here. Please note that Android sets the language based on SIM card 
and/or mobile network, so booting the phone with a SIM card for the first time 
makes the whole setup process inaccessible.

TalkBack will automatically fail over to a supported TTS language when an 
unsupported one is selected.
