[TalkBack] Add support for HTML-object specific navigation #155

What steps will reproduce the problem?
1.Open Chrome 
2. Open a webpage
3.

What is the expected output? What do you see instead?

There are no ways to navigatiing bitween links, forms, edit fields, texts, and 
so on.

What version of the product are you using? On what operating system?
Android 4.2 with Talkback 3.1b2

Please provide any additional information below.

Several ways to implement this:
1) Use the change reading gestures to find next or previous links, forms, 
static text, tables, and so on.
2) Use a gesture shortcut to open a menu containing all headings, or links, or 
forms.

We've provided a solution for this in the Local Context Menu in the latest 
TalkBack release.

On Jelly Bean devices, perform the "up then right" gesture to open the local 
context menu after focusing web content.  You'll then have the option to 
navigate the page based on its structure.
