Either standardized the target list file format, or make the code handle them better. #17

The target list files we're currently using don't have a consistent format. Some of them also have a blank line after the header. Both of these issues made it difficult for the code to parse them correctly, and they should be cleaned up.

Relevant changes implemented in v2.4. (Some restrictions still apply, like having only one RA and Dec pair.)
