Two different situations where we want to display comments.

1) after you've entered a comment for a region. (this is to say, as a grader, 
you can see all existing comments on a submission). You can also delete the 
comments

2) as a student, you can see comments that your TAs have left. (however, this 
is basically a separate webapp.)
