We haven't yet implemented the part that sends grades and comments out to 
students when we're done grading.

That should be implemented!

Since we relate each comment with its respective block of text, we should be 
able to find that text in the code and then match it up somehow.

OK so I have added the view on this. It requires javascript, but I think we can 
safely assume most students will have that on their browser. This does mean 
though that we will need student permissions using IU CAS. I will add another 
issue entry on that.
