We need a wiki page explaining how to set up a Snippets dev environment #1

Right now, it's hard for a new person to get started helping with Snippets 
development.  Write down detailed steps for setting up a development 
environment (server, etc).

Lindsey, would you verify the instructions here? I think they're good to go, 
but it would help if you'd double check.

Instructions worked for me!  Only issue was that the 'db' directory probably 
ought to be svn:ignore'd.  I just committed that change in r11.
