"show all users" doesn't actually show all users #10

The "show all users" link shows everyone who's entered a snippet, but it 
doesn't actually show users who are using the system but haven't entered a 
snippet yet.  Currently, there are at least two instances of this!

To get a list of *all* the users (including those who haven't entered a snippet 
yet), you might want to look at how sendreminders.py does it. The geteverybody 
function probably does what you want.
