Rethink placement of tool bar #21

Place tools (search bar, filters, sort options, etc) in a sticky container below the header. Make header smaller and consider space taken in mobile devices for both.

Placed toolbar in a fixed position and made filters button more prominent. Also made header smaller and removed stats (since they will have their own section). In case of another redesign based on feedback, I will reopen this issue.
