Priorty String Model #201

What steps will reproduce the problem?

What is the expected output? What do you see instead?
Mark few strings, files as high priority. We are trying to help new locale's 
start localization. Marking few strings as high priority and needs to be 
translated would help us achieve our L10n shipping goals quickly.

Interesting. I suppose this would work with files, but don't see it working 
with texts, who would sit to mark texts as important one by one ?

The string model for firefox is in development. The idea is to translate 
strings that most visible viz. Firefox UI menu strings, dialog first. 

There are two testcases for this. 

1. Predefined high priority texts that need to be translated first are 
presented first in translate section. 

2. Project manager's can tag few strings as high priory say close code freeze 
time. 

Perhaps we introduce priority tags such [P1-P4] that will enable us to choose 
and present strings for translators
