Import/Upload Feature is broken #308

Uploading locally edited files using 'File' menu has no effect.

Importing individual files is done based on the permissions you have. If you 
can approve, then the translations imported are approved, if not, they are just 
added as suggestions.

Can you let me know which is the case here ? Or both if they are.

Permissions is not the problem since I have administrator rights. BTW Mark also 
had similar issue, can you respond to the security bug as well.
