Trimitere mesaj utilizator #327

Ar fi util un sistem de mesagerie intern pentru notificare utilizatori.
Sunt 2 lucruri:
1. Sa se poata trimite un mesaj text catre un alt utilizator prin click pe 
numele acestuia
2. Sa se poata trimite mesaje in grup catre mai multi utilizatori (de exemplu: 
utilizatorii care au contribuit la un proiect, toti utilizatorii, toti 
utilizatorii care sunt moderatori sau responsabili de un proiect sau alte 
criterii).

Would be a useful internal messaging system to notify users.
There are 2 things:
1. To be able to send a text message to another user by clicking on its name
2. To be able to send group messages to multiple users (ie users who 
contributed to the project, all users, all users who are moderately or 
responsible for a project or other criteria).
