Better record linkage strategy #68

We now accept the best match for each record, but this means that two different 
records in group 2 may be linked to the same record in group 1, which is wrong. 
We need to instead be able to select the absolute best of these two matches. 
This requires another filter implementation, plus options for selecting it.
