Package Term-Annotator for Windows users

Actual

the packaging is not configured for term-annotator

Expected

App Term-Annotator can be launched with one click and shared between users.

it would be good if you can : 1) Run it on travis 2) package it inside github using semantic-release assets option (see https://github.com/semantic-release/github#options)

doing like that, smita will be able to download last version automatically
