Not having the fn seems rare. Could I get the model of your keyboard to look further into it?
Here’s a quick workflow to readd the ability. It has no code, so you may want to inspect it to see how the Call External Trigger Output works.
Have a nice week.
Sorry, I should have clarified: I have an M2 Air, but I'm working in a docked situation with an external keyboard that doesn't have a fn key.
I could go into macOS and assign a key to the fn key, but I was just curious to see if I was missing something.
I also can't get fn + enter
to work in alfred search -> gd, just alfred search, etc.
At what stage do we have to enter fn + enter
for a forced refresh..? This is a little ambiguous at the moment.

You have to type something first for the option to be available. I.e. you must be seeing results. Forcing a cache update manually should only happen when something which should be found isn’t.
But as per above, you can force the old behaviour if you want.
Ok, the issue (or more like an incovenience) usually comes up when I try to perform the search shortly after adding the files to google drive.
I will look into the manual method as well.
Cache rebuilding is now done with ⌘⌥⌃↩︎, no fn needed.

I cannot find how to trigger a manual rebuild. Looking at the workflow, I can see there's a rebuild_cache external action, but I haven't figured out how to trigger it. I know there's a fn+return shortcut, but I'm on an external keyboard that doesn't have a fn key.

More details
Typed "gd" followed by "rebuild_cache", expected to trigger a cache rebuild, instead only got result of searching Google Drive Website.
There used to be a snippet that could be typed to rebuild, but I couldn't find it in the documentation now.
