It loses it's Historical Buiding flag (if it was set) - is there a way to retain that flag?
If Disaster Response team has visited the building and I try force upgrade/downgrade, the building reverts to "disaster team not visited yet" state
Should building 'recover' (be rebuilt), it's often not the same building that was there before (likely due to Historical Building flag being cleared?) - is there a way to ensure it builds back to prior asset?
