level 8 Mercenary perks unavailable #123

In at least the past 2 builds, level 8 Mercenary perks have been unavailable in TiTsEd.

These are "Herioc Reserves", "Second Shot" and "Second Hit"

Those are not class specific, they are just listed under "Level 8"
