Start Publishing graviton on PyPi

pip install graviton ?

Currently, to install graviton locally you have to clone with:

• git clone https://github.com/algorand/graviton.git
• or pip install git+https://github.com/algorand/graviton

Graviton should be available as most other python libraries are.

Some points to consider:

• there is already a graviton on PyPi so we'll have to choose another name
• PyPi packaging tutorial

perhaps name it pygraviton or py-graviton since there is a lot of python code anyway and its a pypi package :-)
