Description

As an AlgoKit developer I want an ADR document that objectively describes the options we've evaluated for producing the native AlgoKit cli So that we can select the most fit for purpose option

Acceptance Criteria

ADR produced which describes the problem being solved and details the options we evaluated with pros and cons against each option
