Proposed Changes

Based on feedback from Cosimo, applying minor tweaks - making code tours parametrized (can now exclude if you opt a custom preset), aligning the cmd that pre commit runs when invoking tealer

@cusma this is supported out of the box now given that i got an explicit copier answer called code_tours. so when you do algokit init just pass -a code_tours no ;)
