usepackage{graphics} or graphicx doesn't work #305

What steps will reproduce the problem?
1. \usepackage{graphics}  or graphicx
2. \includegraphics{filename} pdf or jpg
3. compile

What is the expected output? What do you see instead?

I expect to see the figure 

I see the text "filename", also, it doesn't even produce a new pdf file unless 
I remove step 1 (usepackage{graphics}), then reintroduce it.  

What version of the product are you using? On what browser?

TexnicCenter, MikTex 2.9

Please provide any additional information below.

I replaced graphics.sty and graphicx.sty, as recommended in another thread.  No 
joy.

Also - it happens on 3 different machines.
