Toolbar reformat #37

Currently being worked on in conjunction with #22. Going to split it into File, Layer, Aircraft and Help menu lists instead of single buttons.

Completed as part of the aircraft list branch. Needs filling out in terms of options.

Changed in latest dev branch but need a clean up in its own branch

Ongoing but now has a menu bar instead of a toolbar. New menu options can be added when necessary.
