Community: Establish Higress SIGs #547

Why do you need it?

Is your feature request related to a problem? Please describe in details

As Higress grows, SIG(special interest groups) need to be established to better organize people`s interests. This helps people focus on what they mostly are interested in.

How could it be?

A clear and concise description of what you want to happen.
