nacos server 1.2.1 设置nacos.naming.empty-service.auto-clean=true无法自动删除空服务 #7080

现象：微服务停止，web页面显示为空服务，实例数和健康数都为1，nacos server 配置了nacos.naming.empty-service.auto-clean=true ， 不会自动删除该空服务。重启nacos server 该服务被删除
