Add Alibaba SNAPSHOT repository configuration #944

Deploy to Alibaba snapshot repository after each commits.

It seems there is no alibaba maven snapshot repository.

we could deploy to this public maven snapshot reposity https://oss.sonatype.org/content/repositories/snapshots, but need some manual actions to finish it. It's not convenient.
