Adding Bots from Menus Doesn't Respect Server Robot Limit.

What steps will reproduce the problem?
1. Join a server with a bot limit count.
2. Try to do /addbots and add 1 more bot then the server limit it will fail.
3. go to the menu and do more bots it will allow you to add more bots then the 
server limit.

What is the expected output? What do you see instead?

Expected: cannot add more bots then the server limit message and bots are not 
added.

Actual : Bots can keep being added past the server limit

What version of the product are you using? On what operating system?

bitfighter19D portable on a windows 7 32 bit operating system

Please provide any additional information below.
