There were no minute or second signs in the italic font. (There were in the regular and bold. I'll admit I didn't check the bold italic.) This being the case, and URW Nimbus Roman being available under the OFL (see https://github.com/URWTypeFoundry/Core_35/blob/master/LICENSE.OFL), I hope you'll see it fit to add the characters, despite your call for "no more features."
