Update terminology wherever possible from "MalariaGEN Vector Observatory" to "Malaria Vector Genome Observatory".

In the mosquito section in the MGEN website (https://www.malariagen.net/mosquito), the vector observatory is sometimes referred to as The MalariaGEN Vector Observatory; which might cause confusion when using the inclusive list of partners on this website. The same for the vector-data repo, where the description reads Documentation, discussion forum and issue tracker for malaria vector genomic data released by MalariaGEN; rather than 'released by the Malaria Vector Genome Observatory'.
