More tooltips in UI #15

These tooltips can be added to create-target-system & create-experiment components.

e.g. to guide user in selecting data scales, providing values for "number of samples to ignore" etc.

examples for ordinal and ratio scales are still to be discussed

only metric and nominal (boolean) scales are supported
