Syslog doesn't support linux/arm64/v8 #283

In order not to open a separate Issue on this matter, I would like to note that even on x64 Ubuntu 20.04 this rsyslog/syslog_appliance_alpine container does not start normally. It simply restarts cyclically every 60 seconds...
