I was looking at this too; the spec sheet says nothing about the indentation conventions, and everything I could find online said that US and UK convention is that the first paragraph in a chapter (not section) is NOT indented, which is the LaTeX default.
The leading between paragraphs should be the same as the leading within a paragraph should be "double", for MS Word's (gag) definition of "double".
Also, the first paragraph after a chapter heading should have a first line indent. Also-also, first line indents should be 1/2". The formatting specifications don't really say anything about this but it is how the Word template is, so it should probably be incorporated in the LaTeX class.
