click the shorthen button creates a FORBIDDEN error

What steps will reproduce the problem?
1. enter the url and click the shorten button

What is the expected output? 

shortened url

What do you see instead?

Forbidden

You don't have permission to access /index.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an 
ErrorDocument to handle the request.

What version of the product are you using? 
Phurl 2.4.2

On what operating system?
apache server

Hostgator reseller account

I installed the phurl on the root (not in a folder)

Please provide any additional information below.

I noticed in the install instructions say to change the permissions on the 
folder to 777 but as I installed in the root I didnt do that

This can only be an issue with the host. Make sure index.php and the folders 
are chmodded correctly. Nothing we can do this end I'm afraid.
