自定义多语言

Description of the feature / 需求描述

现版本的AList向用户开放了语言选择的按钮，但多语言有且仅有Alist自身的控件支持，无法实现自定义。

一个典型的例子——公告。若在全局公告提供多语言版本，由于公告的不可滑动性，将会有部分内容无法显示。

另外一个典型例子——名称。在一堆英文里有显眼的中文，或是在一堆中文里有显眼的英文...都不太好。

Suggested solution / 实现思路

将多语言选择作为全局变量 站点名称、公告等提供多语言支持
