Add Pine H64 support #11

Adds support for Pine H64, as well as some other cleanup. Namely:

Using TF-A from meta-arm
Having WIC generate a extlinux.conf file so that a custom boot script is not necessary

Do you mind splitting the PR and commits up a bit more. Each commit should be standalone and bisectable and each PR should generally be a single topic.
