[New Features] Add the posibility to only allow users to post shops with their own name, and add shop taxes

• Adding more permissioons, and adding the possibilities to only allow players to post shops with their names only, not for other players.
• Adding some sort of tax per transactions. Hardcore economy servers will appreciate it.

I dont know what you mean by only their own name? If you try to place another persons name it will change it to yours.

Tax will definitely be added. Just a straight %tax?

I hope it's ok if I add few more ideas here, since I don't want to create a new 'issue'

1) Add a fee, or maybe even an upkeep, for new shops. As players can make shops for free, there are many useless ones. Having a fee or upkeep would make players think about what to sell.

2) If possible, could you add the option for Towny townshops? An option to allow players (mayors/assistants?) to create a shop for their town, where the money would be added/taken from the town's vault. I think this would be a great feature for all servers with towny and an economy. I don't know if it'd be even possible, so sorry if it's not.
