Description

When I am working in my Space, especially when testing my VC in a private safe environment, I am scared when I see the possibility to tag random names. Also I can't find my VC easily

Acceptance criteria

[ ] Limit taggable people to members of the space

@larssondenise this has wide implications for other spaces. We need to talk this one through re what is the desired behavior. Maybe some kind of prioritization in the tagging etc.
